Empowerment has become one of those words the Product Management industry uses so often it has stopped meaning anything. Every second job ad, conference talk, and leadership manifesto promises empowered teams. And yet, most Product organizations are stuck in the same frustrating loop: teams that feel free to explore, but unsure what they’re exploring toward, while executives grow increasingly nervous about what all that exploration is producing.

The problem is that empowerment, without clear accountability for business outcomes, creates the illusion of strategic work while producing very little of it.Ultimately, the right product roadmap software should make it easier to have better product conversations, not just prettier roadmaps.

The Myth of Empowerment in Modern Product Teams

Somewhere in the last decade, the Product Management community absorbed a simplified version of a powerful idea and ran with it. The original insight, articulated forcefully by Marty Cagan in Empowered, was that cross-functional teams given real problems to solve, staffed with competent people, and held accountable for outcomes will outperform teams that are handed feature lists. That’s a nuanced argument about organizational design. What most companies took from it was: give teams autonomy, get out of their way, and good things will happen.

That’s the myth. And it has done real damage.

The autonomy gap

Visit any mid-stage SaaS company or enterprise Product org that has gone through a “transformation” in the last few years, and you’ll likely find the same pattern. Teams have been restructured into squads. They have dedicated Product Managers, designers, and engineers. They’ve been told they are empowered. They may even have OKRs pinned to a Notion page somewhere.

And yet. The squads spend weeks debating what to work on. The OKRs were written to be achievable, so they measure activity (number of experiments run, features shipped) rather than business impact. The Product Managers feel squeezed between a team that wants to explore interesting problems and stakeholders who want to know when specific things will be delivered. Nobody talks about revenue, retention, or margin in sprint reviews. When executives ask what a team is doing and why, the answer is often a description of process (“we’re in product discovery“) rather than a business case.

This is empowerment without accountability. And it’s the dominant operating model in a surprising number of Product organizations.

Where the narrative went wrong

The empowerment narrative got detached from the accountability half of the equation because accountability is harder to implement. Restructuring into squads is a one-time org design exercise. Writing OKRs on a whiteboard is a quarterly ritual. Building the information architecture that connects a team’s daily decisions to business outcomes requires something fundamentally more difficult: the Product function has to understand the business well enough to own those outcomes, and the rest of the organization has to trust that Product can deliver on them.

Most companies skipped that part.Jeff Gothelf and Josh Seiden coined the term “outcome-focused management” to describe the shift organizations need to make: stop measuring success by what gets shipped and start measuring it by the change in customer behavior that shipping produces. Most organizations never make that shift, because it requires Product to own the connection between what teams build and what the business needs. Empowerment without that connection just gives teams a more pleasant experience of being stuck.

Why Business Fluency Changes Decision Rights

Here’s something that rarely gets discussed openly in Product circles: most Product Managers don’t understand the economics of the business they work in. They understand the product, the users, the technical constraints. They may even understand market dynamics and competitive positioning. What they often cannot do is explain how their team’s work affects gross margin, how a pricing model creates or constrains growth, or why the CFO cares about the ratio of expansion revenue to new logo acquisition.

This is a structural failing, not a personal one. Product Management training, career paths, and tools all orient PMs toward the user side of the value equation. McKinsey’s research into product operating models found that organizations with mature Product practices see 60 percent higher returns to shareholders, but also identified that the gap between top and bottom performers is largest in areas like backlog prioritization, funding, and the interaction between Product, Engineering, and operations. In other words, the gap is in business fluency, where Product connects with the commercial reality of the organization.

The language problem

Rich Mironov has been writing about this for years: Product Managers talk about features, while executives think in terms of money. When those two languages don’t translate, Product teams lose credibility regardless of how good their discovery work is. The VP of Sales doesn’t care that you ran twelve assumption tests. She cares whether the feature set you’re building will reduce churn in the enterprise segment by enough to hit Q3 retention targets.

This language gap is why so many empowered teams find their autonomy mysteriously clawed back. Leadership can’t see the connection between what the team is doing and what the business needs. In the absence of that connection, the rational response for any executive is to get closer to the work. More check-ins. More requests for roadmap commitments. More status updates. And Product Managers interpret that as micromanagement, when it’s actually a trust problem that Product has the power to solve.

Business fluency is the price of decision rights

The operating model that most Product leaders say they want, where teams are given outcomes to pursue and the freedom to figure out the best path, requires Product to earn that arrangement. You earn it by demonstrating that you understand what the business needs and can connect your team’s work to it. How Product Leaders Earn Trust Rather Than Demand It

A common frustration among senior Product leaders is that they don’t have “a seat at the table.” The CEO doesn’t listen. The board doesn’t understand what Product does. The Sales team runs the roadmap. Product gets treated as an order-taking function.

The reflex response from the Product community tends to be prescriptive: educate your stakeholders, get executive buy-in, demand that leadership respect the Product process. This framing treats trust as something that should be granted to Product because Product is theoretically important. It rarely works.

Trust is earned when Product consistently demonstrates that its decisions lead to outcomes the business cares about. That’s it. There’s no shortcut.

What trust looks like in practice

Consider two scenarios. In the first, a Product team completes a quarter of discovery work, identifies a promising opportunity, and presents it to leadership as “we’ve validated a customer pain point around onboarding, and we’d like to pursue a solution.” Leadership nods politely and then asks when the integration that Sales has been requesting will be done.

In the second scenario, the same team presents: “Enterprise churn is 18% higher for customers who don’t complete onboarding in the first 14 days. We’ve identified three specific friction points in the current flow. If we resolve the top two, our modeling suggests we can move 14-day completion rates from 62% to 80%, which translates to roughly $1.2M in retained ARR over the next four quarters. Here’s what we need to test that in the next six weeks.”

The second team will get resources. The second team will get trust. The second team is doing the same quality of discovery work, but framing it in a language that connects to what the organization is accountable for.

The accountability infrastructure

Earning trust at scale requires more than individual presentation skills. It requires an operating rhythm that connects strategy to execution to outcomes in a way the whole organization can see. McKinsey’s research on Product team effectiveness, drawn from data on more than 1,700 teams, found that the single most important driver of business performance is “ways of working,” meaning the Product Management practices that connect team activity to strategic goals. Structure matters. Talent matters. Technology matters. But the practices, the rituals and tools that make strategy visible, matter more.

What Shifts When Product Signs Up for Outcomes

There is a version of Product Management that stays comfortable. It focuses on discovery, champions the user, advocates for quality, and presents the roadmap as a communication artifact. It produces good work. It builds things people use. And it stays permanently one step removed from the numbers that determine whether the business thrives.

There is another version. One where Product teams sign up for specific business outcomes, stake their credibility on achieving them, and build the measurement and feedback loops to know whether they’re succeeding. This version is harder. It exposes you to failure in a way that shipping features never does, because a feature is either shipped or it isn’t, but an outcome is either moved or it isn’t, and there’s nowhere to hide.

The shift in conversation

When Product signs up for outcomes, the nature of every conversation changes. Roadmap reviews stop being a negotiation about which stakeholder’s pet feature gets built next, and start being a discussion about which bets are most likely to move the numbers. Sprint reviews stop being a demo of what was built and start including what was learned and what changed as a result. The relationship with leadership changes too. A clear outcome provides a forcing function for prioritization. It makes discovery purposeful rather than open-ended. It gives engineers and designers context that helps them make better micro-decisions every day, the kind of decisions that accumulate into better products.

Shreyas Doshi draws a useful distinction between three levels of product work: optics, execution, and impact. Many teams optimize at the optics level, doing things that look like good Product Management (running discovery, presenting at sprint reviews, maintaining a roadmap). Fewer operate at the execution level, consistently shipping well-crafted work. Fewer still operate at the impact level, where the work measurably moves a business outcome. When outcomes are clear, coaching has a focal point. A Product leader can ask: “How does what you learned this week change your approach to hitting this number?” That’s a development conversation, not a status check.

The measurement architecture

Signing up for outcomes requires a measurement architecture that most Product orgs don’t have. You need to connect product metrics (activation rates, feature adoption, time-to-value) to business metrics (revenue, retention, expansion, margin). You need leading indicators that tell you within weeks, not quarters, whether you’re on track. You need the ability to run experiments and measure their impact with reasonable confidence.

Why Accountability Changes Product Leadership

The empowerment movement gave Product Management the language to ask for more organizational influence. Accountability is what gives Product Management the credibility to actually wield it.

Every Product leader who has fought for a seat at the strategy table, who has argued that Product should be more than an execution function, who has pushed back against being treated as the internal order-taker for Sales and the CEO, needs to recognize a hard truth. You get what you ask to be measured on. If you ask for the freedom to explore and discover, you’ll be given the resources and attention that exploration deserves, which is not very much in the eyes of a CFO under pressure.

If you ask to be held accountable for retention, for expansion revenue, for activation rates, for the outcomes that keep the CEO up at night, you become someone the CEO needs in the room when strategy is being decided. You become someone whose team gets funded because the ROI is visible. You become someone who can push back on bad requests with authority, because you have receipts.

The Product teams that thrive over the next decade will be the ones that stop asking for empowerment and start asking for accountability. They’ll sign up for outcomes, build the measurement infrastructure to track them, communicate in the language of the business, and earn trust by delivering results that matter. Empowerment will follow, because it has to. You can’t hold someone accountable for an outcome and then refuse to let them figure out how to get there.

The question facing every senior Product leader right now is straightforward: are you willing to be measured on what your team produces for the business, or are you more comfortable being measured on the work itself? The answer to that question will determine whether Product earns its seat at the table or keeps asking for one.
